Hannigan Road Gravel?

We own property on Hannigan’s Road between East Side Drive and Kings Highway. Sometime on Friday someone, without our permission and without our requesting it, dumped a load of gravel and sand at the entrance of the small two-track on our property and proceeded to turn the two-track into a 15-foot wide x 30-foot long packed driveway. So our question is this- was someone on Hannigan’s Road supposed to have a driveway filled in? If so, it didn’t happen, and we got a road we didn’t want.—Ed and Beth Leuck
