Does anyone know the history of the shoe tree on Fox Lake Road? Or of the "tradition" of shoe trees in the U.S.?

Where on Fox Lake Rd is the tree? I've never seen it. In "Da Hood", when there are shoes hanging from trees or power lines it means you can buy drugs there.
