Peaine Township Recreation Plan

Peaine Township is in the process of updating their Recreation Plan. This effort will allow Peaine Township to apply for state grants through the Recreation Passport or the Michigan Natural Resources Trust Fund, to name two state grants. The Recreation Plan will require submission to the Michigan Department of Natural Resources for their approval and be in effect for 5 years. The development of the plan has been placed on an expedited pace-see below. Feel free to forward this information to others who may be interested in participating.

The Land Information Access Association has been hired to assist in development of the Recreation Plan. The scope of their service and the timeline include:


Task 1 – Kickoff Meeting with Key Township Staff and Local Officials (March)
With direction from LIAA (LIAA will not be present), township officials will review the previous recreation plan and determine needed updates for the goals and objectives and recreational inventory sections. This effort may also include the description of new recreational priorities and/or projects. Local officials will provide the updates to LIAA to help in the development of the plan’s content, outlined in Task Two.

Task 2 – Complete Data Collection/Aggregation and Mapping (March - April)
LIAA will compile and develop content (text and maps) for the recreation master plan, using the recently adopted Beaver Island Master Plan and the previous township recreation plan. LIAA will incorporate several of the “recreational” goals, strategies and actions from the master plan, as well as the results from the island-wide survey. Township officials will also provide LIAA with needed information pertaining to the administrative structure of the township’s recreational services (decision making, budget, etc.) Peaine Township Recreation Plan – LIAA Proposal. Task 3 – Engage with the Public (April)
LIAA will convene one public meeting to solicit feedback on preliminary goals and objectives and discuss/brainstorm on additional recreational aspirations. The feedback from the meeting help shape the final goals and objectives of the recreation plan.

Task 4 – Plan Development and Adoption. (May - June)
Lastly, LIAA will develop and finalize a Draft Recreation Plan for the required public comment period.
Based on the results of the public comment period, LIAA will develop a final draft of the recreation plan. Once the final plan is complete, LIAA will assist (but not attend) in facilitating a formal public hearing on the recreation plan. Once the recreation plan is adopted, LIAA will assist the township in submitting the plan for approval by the DNR.

Peaine Township's Recreation Plan Kick-off starts tomorrow, March 18th, 2019 9:00 a.m.-12:00 at the Peaine Township Hall. It will be facilitated by Kirk Welter.

These were the top ranked items from the last township recreation plan based on responses in 2012: (They are in order of priority by number of responses.) Contact Krys with your thought on changes or support of recreational related ideas/projects.

o Continue to expand and develop an invasive species program
o Preserve biodiversity and protect threatened and endangered species
o Expand the number of walking/hiking trails and connect them
o Increase and connect bike paths around the Island
o Do more to support eco---friendly sports: kayaking, canoeing, birding hiking,
biking, photography
o Do more to preserve natural areas to enhance ecotourism opportunities
o Develop more recreational services for youth
o Develop more recreational facilities for the elderly
o Develop ways to make recreational sites and trails more handicapped
accessible
o Improve boat launching facilities
o Improve access and amenities on the Inland Lakes

A question was raised whether St. James property owners are welcome to submit comments to the Peaine Township Recreation Plan. Yes-St. James residents are also encouraged to submit comments to Krys Lyle, krys@kryslyle.comand/or peainetownship@gmail.com

The due date for all suggestions to the Peaine Township Recreation Plan are to be collected by May 1, 2019. Send to Krys Lyle: krys@kryslyle.com As comments come in, Krys will forward to the Land Information Access Association (LIAA) for consideration.

The next recreational planning meeting is scheduled for Monday, May 20, 2019 at 5:30 PM. Peaine Township Hall. It will be facilitated by LIAA . LIAA was hired by the township to convene one public meeting to solicit feedback on preliminary goals and objectives and discuss/brainstorm on additional recreational aspirations. The feedback from the meeting help shape the final goals and objectives of the recreation plan. The final adoption is scheduled to take place in June.

PEAINE TOWNSHIP RECREATION PLAN
The Peaine Township Board and Planning Commission will hold a second public meeting regarding the update to the Township’s 5-year Recreation Plan, facilitated by Land Information Access Association (LIAA).

The purpose of the meeting is to review the results of the March 18th public meeting, comment on preliminary recreational goals and objectives for the township and discuss additional recreational aspirations.
