Proposed zoning changes Sept 25 2007

Congratulations to our islandâ??s planning commissions on proposed changes to the township ordinance and zoning map. The proposed changes will be reviewed at a public meeting on September 25, 2007 at 7:00 pm at the Peaine Township hall.

The following items are some of proposed changes: short term property rentals, adult oriented sexual businesses, and communication towers. The zoning map is also proposed to be change to reflect the zoning of public land as such.

After reviewing the proposed changes, which are available at http://www.charlevoixcounty.org/govern2559783.asp , I have a few comments:

1) The zoning of public lands under PLFD should include public lands located on the outer islands & should be shown on the zoning map.
2) The exclusion of cabin courts and condominiums should be added to the list of disallowed rentals in any single family zoning district as is the case with hotels & motels. The number of adjoining/continuous lots used for short term rentals held by an individual or group of individuals should be limited to a reasonable numbering in order to preserve the residential nature of the districts.
3) The tower ordinance is very permissive and will serve us well as we strive to improve our communication infrastructure. The boards may wish to consider increasing the application fee to cover any cost that the township might incur for independent engineering analysis when reviewing technical or public safety issues.

For pre-engineered towers and smaller towers, and those on private land, the cost to get zoning approval will often already be greater than the cost of the tower itself -- I hope that any additional fees are intelligently applied to cases where such engineering is necessary and not added to all cases as yet another obstacle.
