what is zembla?

does anyone know anything about that tower marked "zembla" near protar's memorial?

This was built by director Frank Galati (Accidental; Tourist, etc) as an adjunct to his amazing home and guest home on the beach, perhaps 1000' west; he also has a enchanting timber walk down the bluff.
