Main Street Ropes Structure. What is the purpose?

We are just wondering what the ropes hanging from the structure in front of the old dilapidated house south of the museum were for ? Can someone enlighten us about them?
Maybe there is a good reason. They remind us of lynching posts. We don't get it.
