Land Acquisition for Beaver Island Townshipsâ?? Airport

To: Peaine Township Residents and Property Owners:

Regarding: Recent developments on the Townshipâ??s longstanding efforts to acquire land for the Public Airport (underway since 2001). This report is a follow-up to the original one posted here on the Forum on November 13, 2011. That original update referred to the claims and circumstances that led to the court decisions described below.

Conclusion of Townships vs Albin Lawsuit:

At its Special Board meeting on December 21, 2011, the Peaine Township Board decided against filing an appeal in the Albin lawsuit. Subsequently the attorneys for St. James and Peaine Townships sent the Judgment Order to the Charlevoix County Circuit Court for entry. Upon entry by the Court, the Judgment becomes final and the Albins are then entitled to collect on the Judgment.

Judgment Information

The amount of the Judgment against the two Townships was $1,085,992.61 and was made up of the following elements:

Probable U.S. and State of Michigan Financial Assistance:

The following information is based upon discussions between the Townshipsâ?? attorney and members of the Michigan Office of Aeronautics:
1) The U.S. Federal Aviation Administration has determined that the above Judgment is â??grant eligibleâ?￾. This authorizes the State of Michigan to provide the Townships financial assistance through the â??Block Grant Programâ?￾.
2) The Michigan Aeronautics Commission has authorized the transfer of $1,200,000 for use in satisfying the above Judgment. This amount is expected to be used in providing a â??Block Grantâ?￾ to the Townships.
3) Upon receipt of the Judgment Order from the Charlevoix County Circuit Court, the Office of Aeronautics will prepare a grant for acceptance by the Townships. If the Judgment Order is received shortly, it is probable that the grant will be prepared in January of 2012.

Probable Cost to Beaver Island Townships:

The Townshipsâ?? contributions to Airport developments have recently been 5% of the total grants awarded. Each Township has shared these contributions 50/50. It is estimated that the Townshipsâ?? 5% contribution will be in the range of $40,000 to $50,000. This is an estimate only; the Michigan Office of Aeronautics will determine the actual amount when the grant is written. Such a contribution may require an increase in the Airport budget, but it is likely that the contribution can be made from the Airport Fund.

Status of Investments in Airportâ??s 10 Year Plan:

The status of investments shown in the current 10-Year Plan, in particular the new Airport Terminal, is unclear at this time. The status of these investments will become clearer as the Office of Aeronautics writes the grant. It will depend on the availability and timing of U.S. and State government assistance and the Townshipsâ?? ability to provide their share of the funding.

I encourage people to read the 10 year plan for the Township Airport. It is a text book example of the fraud, waste and abuse that goes on all to often all over America. This entire Airport is a money pit. Here is the link:

Check out the one for the proposed new Airport terminal for example. Here is a few snippets of the proposal.

New Terminal size and cost:
1st Floor: 2,625 GSF @ $225/SF = $ 590,625.00 (Really? $225/SF)
Basement: 2,625 GSF @ $12/SF = $ 31,500.00 (a basement? for what?)
Garage: 610 GSF @ $30/SF = $ 18,300.00 (again, for what. The township owns a huge hanger there already)
Total: $ 640,425.00
Architectural Design: $ 60,000.00 (WHAT!)
Construction Admin: $ 40,000.00 (what the heck is this?)
Total: $ 740,425.00

Are you freaking kidding me? Architectural design 60K? We could buy blue prints for a building online for $400 bucks or have any of the builders on the Island draw up plans. And $40k for a "Construction Administrator"? whose relative is gonna get that job? And who is going to pay the utility bills for a 2625 sf building? How do the know the building should be 2625 SF and cost $225 psf but still need 60K for an Architect? Seems to me they already have a plan on hand somewhere that they want to charge someone 60K for.

And this is the really stupid part. According to Mead & Hunt, Beaver Island should expect quote "By 2020 the airport should have OVER 20,000 annual operations and need a parallel taxiway". Folks that is 54 Aircraft landings and take offs everyday, 7 days a week, 365 days a year. Are you kidding me? Look, ANYONE who thinks that kind of flight volume to and from the Island is a good idea needs to pack their stuff up and move to the mainland. I am sure there would be plenty of volunteers to help you pack. Don't turn one of the last great remote places in America into a packed tourist destination like Charlevoix or Traverse City. If Paul Welke can operate with no problem a 10 passenger Aircraft service from his little Airport I see no reason why the Township Airport has to be so freaking huge and expensive.

There also have been comments from the BIAC that all of the proposed airport projects are "fully funded" and paid for by "User fees" alone. I have looked into this and it is absolutely not true. It is a budgeting gimmick that's all. There is no "Special Fund" that the MAI or FAA has set aside period. Yes user fees are collected nationwide and in theory reallocated back into development but they are no where near what the outlays are. 40 cents of every dollar the FAA spends is borrowed and or added to the National debt.

We as a community really need to have a discussion on where we see ourselves in the next 10 and 20 years because there are some serious ideological divides.

Lastly, has any of the BIAC board members stepped down yet?
